The Advisor to the Minister of Higher Education and Scientific Research is responsible for advising the Minister on all topics relating to the Ministry of Higher Education and Scientific Research.
The Advisor supervises the work of (1) the Quality Assurance Directorate, (2) the Coordination Directorate, and (3) the Academic Relations Directorate.
In the work supervising the Directorate of Quality Assurance, the Advisor devises policies for Quality Assurance and the accreditation process. This includes writing the policies for the Teaching Quality Assurance program to assure successful implementation of the project
by the next academic year.
In the Coordination Directorate the Advisor coordinates the various activities and policies of the KRG with the various ministries in the Central Government through the KRG Representative’s office in Baghdad.
This involves direct relations with the Ministry of Higher Education in Baghdad as well. In addition, the Advisor coordinates the various activities and policies with the KRG Ministries in the KRG Government.
In the work with the Academic Relations Directorate the Advisor coordinates with international organizations such as UNESCO, the World Bank, UNICEF, and the Institute for International Education, to develop a national strategy for education and higher education
The Advisor also serves on various committees that enhance the development of higher education, such as the Committee for Study Leave programs for academic personnel and the Graduate Scholarship Committee for sending students abroad to recognized ‘centres of excellence’ for Master’s and Ph.D. work.
The number of staff included in these three directorates is approximately twenty employees. In addition to working on accreditation issues, the Advisor receives international delegations
and represents the Ministry in international conferences and workshops as an expert in Higher Education in the Kurdistan Region. The Advisor is also in charge of the Student’s Advising Center wherein students
who desire to go to American universities may come for advice and learn about requirements such as the TOEFL and the GRE exams.
